Is it possible to negotiate with a child who is having a tantrum, or is all you're doing reinforcing the negative behavior?

Observation Site Information
A. Site details:
Name of site: My cousin.
Contact person: My aunt.
B. Describe your setting
My main inquiry question is about how to deal with a child whose behavior is irrational or destructive without giving into them and giving them what they want. For instance, pretend I wanted to give a child a candy bar but they threw a fit and are now demanding it. Is there a good way to calm the child down AND give them the candy bar without reinforcing the negative behavior. My cousin is still throwing fits when she doesn't get her way. She has been banned from multiple different preschools and day care centers because she bites adults when they do not concede. I want to observe her and see if I can come up with a way to reason with her without contributing to the problem and becoming one of the adults in her life who just simply gives her what she wants, no questions asked. I'm almost certain that I will be able to form a constructive option for negotiating with her.
